CWD Attended Training on the Reduction of Non-Revenue Water
The Local Water Utilities Administration, through the Training Division of the Technical Assistance Department (TRD-TAD), conducted a second session of the Training on the Reduction of Non-Revenue Water from September 24 to 26, 2024, in Baguio City. This event saw participation from 40 attendees representing various water districts.
The high level of water loss in distribution networks has emerged as a major challenge for water utilities nationwide. “Expanding water networks without addressing these losses will only lead to a cycle of waste and inefficiency,” stated Engr. Paolo S. Dala, guest speaker and acting manager of the Systems Rehabilitation and Implementation Division of the Construction Management Department Engineering Service.
Engr. Jomar H. Venus, CWD Production Head, represented the Casiguran Water District at the training. He emphasized that this critical issue demands immediate action and if unaddressed, rising non-revenue water could jeopardize the long-term viability of our water systems and potentially lead to chaotic situations.
According to Memorandum Circular No. 004-10 issued by the LWUA, the maximum acceptable level of non-revenue water for all water districts is 20%. However, a recent study revealed that among the NRW statistics from local water districts nationwide, 42 out of 532 respondents reported an average non-revenue water rate of 26%. This elevated level of NRW often indicates poor management within water utilities, highlighting the urgent need for effective strategies to address and reduce water losses.
The CWD, under the leadership of GM Engr. Eduardo P. Tejada proudly maintains a commendable non-revenue water percentage of 12%. The district aims to reduce if not sustain this percentage at its current level. To support this goal, the CWD actively engages in seminars and training sessions to equip employees with the skills and knowledge necessary to implement best practices for reducing non-revenue water, ultimately leading to an enhanced overall service delivery and promoting sustainability.
