ARTA CONDUCTS ONLINE ORIENTATION ON 2024 RCS 2.0 AND HARMONIZED CLIENT SATISFACTION MEASUREMENT

The Anti-Red Tape Authority (ARTA), a government agency under the Office of the President of the Philippines, conducted online orientation on April 19, 2024 to pre-selected government agencies for the upcoming conduct of Report Card Survey (RCS) 2.0 as mandated by RA 11032 – An Act Promoting Ease of Doing Business and Efficient Delivery of Government Services. The ARTA conducted series of orientations to different government agencies across the country.

At the very core of the landmark law is the promise of fast, efficient and reliable government services. The need to hear and learn from government clients themselves is necessary, hence, the conduct of orientation on RCS and the Harmonized Client Satisfaction Measurement for its eventual implementation.

Ms. Johanna T. Medalla, ARTA Division Chief CMEO A, acknowledged participants from 21 Government Hospitals, 31 Local Water Districts, 4 State Universities and Colleges (SUC), and 5 National Government Agencies (NGA). She announced that the group is the last batch of qualified government agencies to be invited to attend the orientation. Undersecretary Gerald G. Divinagracia, ARTA Deputy Director General for Operations, delivered the Opening Remarks.

Ms. Pauline Karol G. Guiyab, ARTA Assistant Division Chief, CMEO-A, oriented participants on the upcoming conduct of RCS 2.0 to pre-selected government agencies who have demonstrated substantial compliance on the provisions of ARTA, hence, may have already attained the necessary rating to be accorded with awards and incentives. RCS 2.0 is also being implemented by the Civil Service Commission (CSC).

In Bicol Region only three (3) water districts were selected, namely – Casiguran Water District (Sorsogon), Pili Water District (Cam Sur) and Legaspi Water District (Albay).

Casiguran Water District (CWD) was represented by GM Engr. Eduardo P. Tejada in the said ARTA Orientation. He was joined by Cecilio E. Habalo Jr., Ralph Louie H. Rafer, Ruby R. Buban, Roberto D. Lacza, Simeon H. Haboc and Norman M. Habla.

Ms. Kristine Joy T. Fajardo, ARTA Division Chief, CMEO-B, discussed the Harmonized Client Satisfaction Measurement as a tool to validate government agencies’ compliance with the letters of ARTA.

The 3-hour Orientation proved to be very informative, effectively prepared agencies to the upcoming survey.
