CWD Participates in Regional Forum on Employee Organization Empowerment

The Employees’ Organization (EB) Officers of Casiguran Water District attended the Public Sector Employees’ Organization (PSEO) Forum hosted by the Civil Service Commission (CSC) Regional Office V on July 16–17, 2025, at The Concourse Convention Center in Legazpi City.
 
The two-day forum, with the theme “Empowering PSEO: Tools for Successful Employees’ Organization Engagement, aimed to strengthen the role of PSEOs in promoting employee’s welfare, workplace harmony, and efficient public service, gathered representatives from various public sector employees’ organizations across the Bicol Region.
 
Key sessions were led by experts and government officials, including Atty. Marilyn B. Yap, Chairperson of the Civil Service Commission, who delivered the keynote address on the importance of employee participation in governance. Director Jerald Janda of the Department of Budget and Management (DBM) discussed the latest guidelines on Collective Negotiation Agreement (CNA) incentives.
 
Through sector-based workshops and knowledge-sharing activities, participants explored practical strategies for negotiation, conflict resolution, and organizational development. The Casiguran Water District team actively engaged in the sessions, bringing home valuable insights to help enhance employee’s engagement and strengthen the organization’s role in fostering a productive and empowered workforce.
 
Representing Casiguran Water District were Commercial Section Head Mr. Cecilio E. Habalo Jr., Administrative Head Ms. Ruby R. Buban, and Cash Management Head Mr. Leandro H. Duque.
 
The forum concluded with closing remarks from Director Ma. Theresa C. Fernandez of CSC-HRRO reaffirmed the government’s commitment to empower public sector employees as partners in governance.
